Competency frameworks promise a common language for capability — and mostly deliver rating-scale theatre: behavioural anchors nobody can verify, assessed annually by managers guessing politely. The working version defines competencies testably and verifies them with evidence.

Behavioural anchors, rated by memory, annually

The standard framework fails at its measurement joint: competencies defined as behaviours (‘communicates with impact’), assessed by managers rating a year of half-remembered interactions on a five-point scale. The rater-effects literature is merciless here — the ratings measure the rater, the relationship and the recency more than the competence. The framework’s language spreads; its numbers convince no one.

The verifiable version decomposes each competency into what can be evidenced: the knowledge component (verified through practice), the judgment component (verified through scenarios), and the residual behavioural component (observed, but now a small residual rather than the whole measurement). Levels mean something because most of each level is demonstrated — and the annual rating conversation gets to be about the residual, where human judgment belongs.

It reduces the verifiable majority of each competency to evidence and leaves the genuinely behavioural residual to human observation — which is more respect for the richness than a five-point annual guess ever showed.

Can leadership competencies work this way?

Their knowledge and judgment cores, yes — strategic frameworks, decision scenarios, stakeholder patterns. The observed residual stays larger for leadership; it just stops being the whole measurement.

How does this interact with performance reviews?

Verified competency data enters the review as evidence, shrinking the rating lottery. Reviews get shorter and less contested when most of the picture is demonstrated.

What about frameworks mandated by regulators or parent companies?

Keep the mandated structure; attach verification underneath. The framework’s language stays compliant while its numbers become defensible.

Where do 360s fit?

As perception data on the behavioural residual — useful for development conversations, honest only when everyone knows it measures perception. The verified layer handles the rest.
